Gartner's Guardian Agent Market Guide and the Competence Assumption Problem in Agentic Security
A New Market Category Arrives with Old Assumptions
On February 25, 2026, Gartner published its inaugural Market Guide for Guardian Agents, formally defining a market category around AI agents designed to monitor, protect, and remediate enterprise systems autonomously. This is a significant institutional moment. When Gartner codifies a market, vendors align product roadmaps to the taxonomy, procurement teams organize budgets around it, and enterprises begin staffing toward the implied capability requirements. The question worth asking is not whether guardian agents are real - they are - but whether the organizational theory embedded in the market definition is sound. Based on what Gartner describes, and what firms like Absolute Security are reporting in parallel research, I think it contains a structural flaw that will create predictable failure patterns.
The Competence Assumption Embedded in the Market Definition
Gartner's market guide, like most analyst frameworks, implicitly assumes that organizations acquiring guardian agents arrive with the coordination competencies necessary to deploy them effectively. The logic runs something like this: a firm identifies a security gap, procures the appropriate agentic tooling, and the agents begin performing protective functions. What this model omits is the endogenous competence problem. Coordination capacity in algorithmically-mediated environments does not pre-exist tool adoption; it develops through participation in those environments, iteratively, and unevenly across teams (Kellogg, Valentine, and Christin, 2020). Buying the tool does not confer the competence to govern it.
Absolute Security's 2026 Resilience Risk Index makes this concrete. Their telemetry across tens of millions of corporate endpoints found that one in five enterprise devices operates outside a protected and enforceable state on any given day. This is not primarily a tooling gap. Most of these organizations already have security stacks. The dashboard shows green. The problem is that the organizational layer between the tool and the threat remains misconfigured, under-governed, or simply invisible to the humans nominally in charge. Introducing guardian agents into this environment does not resolve the governance deficit - it potentially amplifies it, because the agents will act on the state they observe, which the dashboard has already established is an unreliable representation of actual security posture.
Agentic Systems and the Topology-Topography Confusion
There is a distinction I find analytically useful here, borrowed from cognitive science and applied to platform coordination research: the difference between topology and topography. Topology refers to the structural shape of a system - its constraint architecture, feedback loops, and decision rules. Topography refers to navigating that structure in practice. Security teams acquiring guardian agents are typically trained in topography: here is how to configure the agent, here is the alert threshold, here is the escalation path. What they often lack is topological understanding: why does the agent make the decisions it makes, what structural features of the environment cause it to behave unexpectedly, and under what conditions does autonomous remediation create new attack surfaces rather than closing existing ones.
This is precisely the awareness-capability gap that algorithmic literacy research has documented in platform labor contexts (Gagrain, Naab, and Grub, 2024). Workers - or in this case, security personnel - can develop accurate awareness that an autonomous system is making consequential decisions without developing the structural understanding necessary to respond effectively when those decisions are wrong. The Gartner market guide acknowledges that guardian agent capabilities remain limited. What it does not adequately address is what organizational competencies are required to recognize those limits in real time, under pressure, when the system is behaving plausibly but incorrectly.
The Proceduralization Trap in Agentic Deployment
The organizational response to new autonomous systems is almost always procedural documentation: runbooks, escalation protocols, configuration checklists. This is understandable, and it is not entirely wrong. But Hatano and Inagaki (1986) drew a useful distinction between routine expertise, which is procedure-following under stable conditions, and adaptive expertise, which is principled problem-solving under novel conditions. Guardian agents, by definition, are deployed to handle novel threat conditions - precisely the cases where routine expertise fails. If the organizational competence built around these agents is predominantly procedural, the failure mode is predictable: the agent will encounter a situation the runbook did not anticipate, and the human in the loop will not have the structural schema necessary to intervene correctly.
Gartner's market codification will accelerate procurement. It will not, on its own, close the organizational competence gap that Absolute Security's data suggests is already endemic across enterprise security environments. The firms that extract value from guardian agents will not be the ones with the most sophisticated tooling. They will be the ones that invest in schema-level understanding of agentic decision architectures, building adaptive expertise rather than procedural coverage. That distinction is not yet visible in how the market is being defined, and it will matter considerably when the first major autonomous remediation failure reaches the boardroom.
