OpenAI's Policy Memo and the Competence Distribution Problem: Who Bears the Cost of Platform Transition?
The Policy Proposal That Raises the Wrong Question
OpenAI published a set of policy recommendations this week calling for robot taxes, a public wealth fund, and a four-day workweek as mechanisms for addressing AI-driven labor displacement. The proposal is substantively interesting, but it is organized around the wrong unit of analysis. The implicit assumption running through OpenAI's framework is that AI disruption is a distribution problem: income generated by automated systems needs to be redistributed to workers who lose jobs. This framing treats the transition as a shock with identifiable winners and losers who can be compensated after the fact.
What the proposal does not address is the competence distribution problem that precedes any income distribution question. Before you can meaningfully redistribute gains from AI-augmented production, you have to account for why workers with identical access to AI tools show dramatically different productivity outcomes. That variance is not random, and it is not primarily explained by prior skill levels or educational attainment. It is structurally produced by the way algorithmically-mediated environments amplify initial differences in platform understanding (Kellogg, Valentine, and Christin, 2020).
Why the Redistribution Frame Misses the Structural Issue
The robot tax framing treats AI as a capital substitution event: machines replace labor, capital owners capture the surplus, workers receive compensation through a redistributive mechanism. That model fits well for industrial automation where a robot arm performs a discrete, bounded task that a human previously performed. It fits poorly for the current wave of AI tools, which are more accurately described as coordination platforms that mediate how work is organized, prioritized, and evaluated.
When work is mediated by an algorithmic platform, the relevant question is not just whether a worker has access to the platform but whether the worker has developed what I have been calling algorithmic literacy: an accurate structural understanding of how the platform shapes outcomes. Algorithmic awareness research has consistently shown that workers can develop awareness that an algorithm governs their environment without this translating into improved performance (Gagrain, Naab, and Grub, 2024). Knowing a system exists is categorically different from understanding its structural logic well enough to coordinate with it effectively.
OpenAI's policy memo, despite being authored by the organization building many of these platforms, treats this gap as invisible. The implicit assumption is that workers either perform tasks or they do not, and that AI either eliminates those tasks or it does not. The more difficult and theoretically interesting case is the large middle category of workers who will continue performing nominally the same tasks but through AI-mediated workflows, where outcomes will diverge sharply based on competencies that are not currently measured, trained, or redistributed.
The Competence Endogeneity Problem in Transition Policy
Classical labor economics has a relatively tractable model for skill transitions: identify the skills that are declining in market value, identify the skills that are increasing in market value, and design retraining programs that move workers along that gradient. This model assumes that competencies are ex-ante properties of individuals that can be transferred into new contexts through education and training.
Platform environments invert this assumption. Competencies in algorithmically-mediated work develop endogenously through participation in the platform itself (Schor et al., 2020). You cannot fully train someone for Salesforce's evolving AI agent architecture, or for Microsoft Copilot's organizational integration, in a classroom setting independent of the actual platform context. The skills that produce differential outcomes are precisely the adaptive skills that emerge through iterative interaction with a specific algorithmic environment, not the procedural skills that can be documented and transferred (Hatano and Inagaki, 1986).
This creates a policy problem that robot taxes and wealth funds do not address. Redistributing income to displaced workers does not solve the competence endogeneity problem for workers who remain employed but are navigating increasingly AI-mediated workflows with inadequate structural understanding of those workflows. Rahman (2021) described this as the invisible cage dynamic: the governance structure of the platform shapes behavior in ways workers cannot fully see or respond to. Income supplements do not make the cage visible.
What Transition Policy Actually Requires
I am not arguing that redistribution mechanisms are irrelevant. A public wealth fund tied to AI-generated productivity gains is a reasonable policy instrument for addressing income concentration. The four-day workweek proposal deserves serious empirical evaluation on its own terms. But these proposals function as downstream interventions on a structural problem that operates upstream.
The more foundational policy question is whether workers who remain employed in AI-adjacent roles can develop the structural schema necessary to coordinate effectively with algorithmic systems, and who bears responsibility for that development. That question requires a different framing than redistribution: it requires thinking about competence infrastructure the way we think about physical infrastructure, as something that enables participation rather than compensates for exclusion. Until transition policy engages with the competence distribution problem directly, it will be addressing the visible symptoms of platform coordination failure while the underlying mechanism continues to produce variance that no wealth fund can close.
