The Agent Runtime Wars and the Competence Distribution Problem

A New Coordination Layer Emerges

In April 2025, three major technology organizations - Cloudflare, OpenAI, and Google - made overlapping announcements about agentic web infrastructure that, taken together, signal something more significant than a product cycle. Sundar Pichai's public commentary on agentic deployment, combined with Cloudflare's release of agent runtime primitives and OpenAI's expanding operator framework, marks the arrival of what practitioners are already calling the "agent runtime wars." The question I want to address is not which platform wins. The question is what this architectural shift does to the distribution of competence among the workers, developers, and organizations who must now operate within it.

Why Runtime Architecture Is an Organizational Theory Problem

The standard framing in tech journalism treats the agent runtime competition as a technical standards dispute - who controls the execution environment, which authentication protocols get adopted, whether MCP (Model Context Protocol) servers become the dominant interface layer. That framing is accurate but incomplete. What is actually being settled is who controls the coordination mechanism through which millions of workers will eventually interact with AI systems. This is precisely the terrain that Kellogg, Valentine, and Christin (2020) mapped when they argued that algorithmic management systems do not merely automate tasks - they restructure the relationship between worker knowledge and work outcomes in ways that existing coordination theory does not adequately capture.

The agent runtime layer is not just infrastructure. It is the new application layer at which human intentions get translated into machine actions. When Cloudflare ships agent runtime primitives that abstract away execution context, they are making a decision about what workers need to understand in order to be effective. The answer embedded in that architectural choice is: very little about the underlying structure. The system handles routing, state management, and tool invocation. The human specifies intent. This is, on its face, a competence story.

The Awareness-Capability Gap at the Infrastructure Level

Research on algorithmic literacy consistently finds that awareness of algorithmic systems does not translate into improved outcomes (Gagrain, Naab, and Grub, 2024). Workers who know that a recommendation algorithm exists, and even know something about how it ranks content, still fail to systematically improve their performance relative to workers who lack that awareness. The agent runtime transition creates an analogous problem at the infrastructure level. Developers and organizational teams are becoming aware that agentic systems are now production-ready. Industry commentary is saturating with this message. But awareness of the runtime layer's existence is categorically different from possessing the structural schema needed to design effective agentic workflows.

The distinction Hatano and Inagaki (1986) draw between routine expertise and adaptive expertise is directly applicable here. Routine expertise - knowing which API endpoints to call, which authentication flow to follow on a given platform - will be sufficient for early adopters operating in stable deployment environments. But the agent runtime wars, by definition, mean that the execution environment is not stable. Cloudflare, OpenAI, and Google are competing to establish standards precisely because those standards are not yet settled. Organizations that train their teams procedurally around any single vendor's current runtime specification are accumulating expertise that is brittle by design.

Power-Law Outcomes in the Agentic Transition

The ALC framework I develop in my dissertation work proposes that platform coordination environments produce power-law outcome distributions because algorithmic amplification compounds small initial differences in structural understanding. The agent runtime transition has a similar amplification mechanism, but it operates at organizational rather than individual scale. Firms that develop accurate structural schemas about how agent runtimes coordinate tasks - how state is managed across tool calls, how failure modes propagate, how human-in-the-loop checkpoints interact with autonomous execution - will be positioned to adapt as the runtime standards shift. Firms that acquire procedural fluency with the current dominant implementation will face a competence reset each time the infrastructure layer changes.

Rahman (2021) describes how platform architectures function as invisible cages - structures that constrain worker behavior without making those constraints legible. The agent runtime layer represents a particularly interesting version of this problem because the cage is being actively constructed in public, and yet the structural features that will matter most are still being negotiated. The organizations best positioned to navigate this are not necessarily those with the most AI talent in absolute terms. They are those whose teams possess what Gentner (1983) would call relational schemas - representations of structural relationships that transfer across surface-level differences between implementations.

What This Means for Organizational Governance

The agent runtime competition should prompt a specific governance question for technology-dependent organizations: are we building procedural fluency in a volatile specification environment, or are we developing structural understanding that survives specification changes? These are not the same investment, and they do not produce the same organizational capability. The business press is currently focused on which runtime wins. The more durable organizational question is whether teams can recognize the underlying coordination logic that will persist across whatever runtime eventually dominates. That recognition depends on schema induction, not on memorizing today's API documentation.
